讲座介绍：

The Non-Proliferation Treaty (NPT) will be discussed in this lecture, which was developed and signed by the nations to prevent the spread of nuclear weapons and weapons technologies, to cooperate in peaceful use of nuclear technologies (in energy, medicine, agriculture, materials etc.). Opened for signature in 1968, the treaty entered into force in 1970. The treaty defines nuclear-weapons nations as those that have build and tested nuclear bombs before 1967 (USA, USSR, UK, France and China).

The lecture is devoted to the history of non-proliferation, attempts of some countries to create their nuclear weapons programs, and efforts of NPT countries to suspend those activities including six-parties talks. Also, the role of International Atomic Energy Agency (IAEA) in global non-proliferation regime will be described.

主讲人简介：

德米特里·亚历山大维奇·萨夫金，现任俄罗斯国立核能研究大学（莫斯科工程物理学院）外事副校长、国际关系系副教授，曾任伊尔库茨克国立理工大学外事副校长、贝加尔金砖学院院长。2005年毕业于圣彼得堡国立大学国际关系专业，获博士学位。中俄关系、“一带一路”、欧亚一体化、全球城市研究专家。欧洲委员会ETINED（教育伦理）俄罗斯国家代表（2020年起）。俄罗斯科教部总统智囊团成员及东欧大学协会个人贡献奖获得者。发表30余篇论文，出版3部专著。
